Fue creado por decreto 83-1037 de 4 de noviembre de 1983, reorganizando al Instituto Nacional de Investigación Científica y Técnica. En 1989 pasa a convertirse en entidad independiente. Entre sus objetivos está promover la investigación en el campo de las bio-industrias, desarrollando y adaptando técnicas a este campo, formar técnicos e investigadores, particularmente en el campo de la biotecnología, y establecer colaboraciones estrechas con países industrializados y en vías de desarrollo con vistas a desarrollar las biotecnologías.
