Abstract

Based on the distinction between the quality of democracy and
the quality of citizenship, the criterion of electoral participation is used to
evaluate both qualities. With this parameter the 2016 balance of the policy
is made in Spain and Mexico. The paradigm is guided by the coincidence
or the gap between the qualities of democracy offered from the opportunity
to participate in the elections and the level of citizen participation in the
political organization within reach. The results show the challenge for the
Mexican electorate: to participate at the level of the government that is
offered. While for the Spanish government the challenge is to achieve the
democracy that their citizenship deserves.
