Abstract

This chapter analyzes the multifaceted role of civil society in Ukraine’s European integration, emphasizing its innovative and cultural potential. It explores the interconnection between the development of civil society institutions, the consolidation of European values, and the emergence of a new model of civic engagement that combines social responsibility, creativity, and technological innovation. Civil society is conceptualized as a dynamic system generating synergy between public institutions, business, and citizens. The chapter reviews current trends in the development of NGOs and social enterprises, highlighting their role in advancing digital solutions, open data, the green transition, and cultural innovation. Drawing on CSO Meter Ukraine (2024) and EU studies, it presents data on Ukrainian civic organizations’ participation in European projects and identifies ongoing institutional challenges.

Particular attention is given to civic initiatives promoting human rights, equality, tolerance, and social cohesion, demonstrating civil society’s function as a driver of democratic alignment with European standards. The cultural dimension is examined through cultural diplomacy and creative industries, including EU-supported partnership programs. The chapter concludes that civil society acts as a catalyst for innovation, democratic resilience, and the strengthening of Ukraine’s European identity.
