Los casos de Venezuela e Irak como límites de la soberanía

El presente artículo analiza la relación entre soberanía estatal e infraestructura financiera global, con el propósito de examinar hasta qué punto el control efectivo sobre los ingresos provenientes de recursos estratégicos condiciona el ejercicio real de la soberanía en el sistema internacional contemporáneo. A partir de un estudio comparado de dos casos representativos —la administración internacional de los ingresos petroleros de Irak tras la intervención de 2003 y los mecanismos contemporáneos de restricción, custodia y autorización aplicados a los ingresos petroleros venezolanos desde 2026— se examina cómo determinados instrumentos financieros pueden desplazar la capacidad de decisión sobre recursos estratégicos desde el ámbito interno del Estado hacia estructuras regulatorias y financieras situadas fuera de su jurisdicción. El análisis se centra en el funcionamiento de los sistemas de compensación y liquidación internacional, los mecanismos de custodia de fondos soberanos, las órdenes ejecutivas y licencias emitidas bajo el derecho interno de Estados Unidos, así como el papel de organismos multilaterales.
