Digital and ecological transitions in collective bargaining

Abstract

The ever-deepening impact of technology and the increasingly evident effects of climate change have given rise to the terms ‘digital transition’ and ‘ecological transition’, respectively, to address the consequences and repercussions that both phenomena bring about in the world, and in the system of labour relations in particular. At the same time, and with a particular focus on the fight against climate change – though this must be extended to technological change – the aim is for these transitions to be fair to workers, regions and businesses. To achieve this objective, the existing ‘key’ instruments are analysed: collective bargaining, participation, training and reskilling; and, as a further step, there is a call for the design of regulations, at both European and national levels, to provide a framework for and set out procedures and measures aimed at bringing about this intended just transition.
